TOBACCO: Paraguay the illegal-cigarette manufacturing capital of the world
Paraguay has become one of the world's main
sources of blackmarket cigarettes. In 2006, 20 Paraguayan companies
imported US$45m of tobacco but exported just US$7m worth of cigarettes, none of
which went to the Mercosur countries. These figures come from the Centro de
Investigación de la Epidemia de Tabaquismo (CIET), which monitors the regional
tobacco industry, and is part of the Framework Convention Alliance in
Canada.
